Modern Warfare 2 Mod Tools Coming Soon?

In a shocking move, Robert Bowling has possibly announced the existence of a MW2 modding tool kit that Infinity Ward is gearing up to release. Details are extremely bare at the moment, all we have is this Tweet from Robert Bowling:
“Nothing on Dedicated Servers, but there may be some Mod Tools news coming in the future, I’ll pass it along once I have it.”
